To facilitate growth in absentee ballots, the Dane and Milwaukee County clerks and the WI Election Commission issued guidance to voters on how to get an absentee ballot. Under WI law, voting must be done in person, with one exception: if the voter is “indefinitely confined” and unable to get to the voting location, an absentee ballot can be requested. Across WI, 265,000 absentee ballots were allowed. An increase of four times such ballots was produced compared to the 2016 election. Under WI law, such ballots must be segregated, not allowed to be counted if the individual voter is not “indefinitely confined.” This feature was waived and all such votes were co-mingled and counted in the election results.
*Under investigation, a public interest group found that 54,259 voters never showed identification in obtaining such ballots.
*23,361 voters were allowed to vote despite mismatches with name or address or other issues versus the WI DMV.
*31,664 voters were on the national Change of Address database, raising doubts about where they lived at the time of the election.
*An audit of the 2020 election conducted by a WI commission consistently noted a number of actions that violated WI law but did not find anyone accountable. It further noted that 44,272 voters were given ballots and allowed to vote without producing any identification.

Such information was made available to the groups and Democrat operatives, but not to Republican operatives.

*Other audit findings include failure to monitor elections in nursing homes, enabling 100% voter turnout, voting by ineligible patients due to incapacity, and failure to report voting by non-citizens.
